Packaging M&A Update: Q2 2025

Companies are planning for budget adjustments due to extended producer responsibility (EPR) costs and are focusing on packaging reduction and system redesign to meet legally binding sustainability targets.¹

Packaging trends

  • Regulatory landscape
    Maryland became the sixth state with a packaging EPR law, joining Maine, Oregon, California, Colorado, and Minnesota. It requires producers to use recyclable or compostable materials.2
  • Single-use plastics
    Extended Producer Responsibility (EPR) laws in the U.S. are accelerating the shift away from single-use plastics, setting mandatory reduction and recyclability targets for packaging.3
  • Sustainable packaging
    AI-powered material characterization is a key trend, with material recovery facilities now deploying advanced vision systems to classify and quantify food-grade polypropylene packaging directly on sorting lines.4
